House panel OKs bill expanding powers of joint congressional energy body

The House Committee on Energy on Monday, May 24 approved a bill that would give the Joint Congressional Energy Commission (JCEC) a permanent status, removing in the process its expiration as a body exercising oversight functions on the energy sector.
In a committee hearing alternately presided over by Philippine Rural Electric Cooperatives Association (Philreca) Partylist Rep. Presley de Jesus, and Pampanga 1st District Rep. Juan Miguel Arroyo, the House panel unanimously approved House Bill 9132 or the JCEC Expiration Act.
The House panel also unanimously adopted the amendments to the measure sought by Association of Philippine Electric Cooperatives (APEC) Partylist Rep. Sergio Dagooc who proposed that the PCEC be granted the power of oversight on the implementation of all laws relating to the energy sector, except the Biofuels Act of 2006 Among the laws identified by Dagooc were Republic Act No. 8479 or the Downstream Oil Deregulation ....

House committee approves bill extending term of joint energy commission

THE HOUSE Committee of Energy approved a bill that will extend the term of the joint congressional energy commission (JCEC), an oversight body in charge of implementing energy-sector laws, after the extension was backed by various agencies and stakeholders Monday.
House Bill (HB) 9312 seeks to remove the expiration period of the JCEC, which is set to end its term on June 26 by amending a section in the electric power industry reform act of 2001 (EPIRA).
âThe removal of the expiration period of the JCEC will also allow us, House and Senate members of the JCEC, to conduct the oversight functions of regularly monitoring the implementation, not only of the existing laws but also the laws that we will pass during our term,â Vice-Chairman of the House Committee on Energy Presley C. De Jesus said during the committeeâs virtual deliberations Monday. ....

Lockdown projected to dampen PHL fuel consumption by 18%

Philippine fuel consumption is expected to decline 18% in 2020, due to restrictions on transportation ordeed during the lockdown, the US Department of Agriculture’s (USDA) Foreign Agricultural Service said.
“The months of business and school closures and movement restrictions had a significant impact on fuel demand; (the USDA representative in Manila) estimates that overall fuel consumption in 2020 will drop 18% compared to 2019,” the USDA said in its annual biofuels report.
It added that fuel use by road vehicles, which include ethanol-gasoline and biodiesel, is expected to drop by “over 20% due to the significant restrictions on transportation.”
The Manila USDA representative “expects a decline in the Philippines’ ethanol-gasoline and on-road biodiesel-diesel pools of 16 and 21% from 2019 to 2020, respectively,” the USDA said. ....
