“Trains were born in Europe,” opens a recent report on European energy policy from the Jacques Delors Institute in Paris. So also, in some senses, were the Green movement and increased awareness of personal mobility options and potential. For the continent and the European Union community to maintain their world leadership in these two areas, the rail sector must play a greater role than it does presently, argues report author Matthias Ruete. He sees Galileo and EGNOS, the two European GNSS, as essential to this strategy.

European leaders have signed off on the EU’s largest ever budget for space, which focuses on security, connectivity and entrepreneurship.
The EU has adopted an “ambitious space strategy” in a bid to become a global leader in this sector.
A €14.8bn programme for the years 2021 to 2027 – the largest ever budget for space – was finalised this week. It will bring together all EU space activities under one programme, with the aim of supporting different aspects of the space industry and fostering tech leadership and resilience. ....

European Court of Auditors Says Galileo Should Try Harder


The European Union has not done enough to harness the full potential of its space programs, according to a special report published April 21 by the European Court of Auditors (ECA). While the satellite-based programs Galileo and Copernicus provide valuable services and data, more efforts are needed to capitalize on the significant investment made  around €18 billion so far   and to optimize the benefits they bring to citizens and the economy.
In 69 pages, the auditors call for a comprehensive strategy, more targeted actions and better use of the regulatory framework for efficiently supporting the uptake of services.
The EU currently has three space programs, two of which account for the lion’s share of investment: Copernicus, which provides data from Earth observation satellites, and the Galileo GNSS. EGNOS is the third, but was not included in the audit. ....

Parliament finalises €15B EU unified space programme

The European Parliament has finalised a new €14.8 billion (in current prices) seven-year EU space programme, which will for the first time bring together all EU space activities under one roof.
Running the space programme under a single regulation is intended to get rid of redundancy and overlaps between the European Space Agency and the European Commission.
“What was missing was a single structure that would involve a strategy, a European strategy, which would play the role of bringing together the entire European space programme,” the Parliament’s rapporteur for the programme, Massimiliano Salini, said in the final debate. ”This is something that we’ve come up with now ....
