In a Cabinet decision on February 1 this year, Sri Lanka booted India and Japan out of a 2019 deal to jointly develop the East Container Terminal (ECT) at the Colombo Port, as trade unions and sections of the Buddhist clergy vehemently opposed foreign involvement in the strategic national asset. Understanding the role of Foreign Direct Investment in port development
Private sector investment and involvement in developing ports emerged as a significant requirement in the 1980s. By this time, many ports had become bottlenecks to the efficient distribution chains of which they are an essential component. Government investments into port development was categorized as ‘White Elephant Syndrome’ due to the following three main problems, illustrated by port congestion and consequent chronic service failures, contributed to the gradual deterioration of service quality during this period.
The first reason for a lack of port service quality was the inability or unwillingness of many governments to invest in expensive port infrastructure or the ‘misinvestment’ in infrastructure (providing facilities that were badly matched with the needs of foreign trade and shipping). During this period, a number of beautifully constructed port complexes became ‘white elephants’ ....

Nationalism and geo-politics stall Colombo port’s development
With a capacity of 7.2 million TEUs, an annual cargo tonnage of nearly 40 million tons, and a dredged depth of over 15 meters, the port of Colombo in Sri Lanka is among the world’s top 25. Its strategic location on the main East-West shipping lane is a major attraction. And given the absence of good ports in India, Colombo is also the main transhipment hub for Indian cargo.
‘But Sri Lanka’s attractiveness is not an unmixed blessing. It has spawned challenges,’ says Adm (Rtd) Jayanath Colombage, Sri Lanka’s Foreign Secretary.
Sure enough, Colombo port has become a bone of contention among Asian powers, China and India. China has already established a presence in Colombo port (besides the Hambantota port in South Sri Lanka) by building and running the highly productive Colombo International Container Terminal (CICT). India and Japan, on the other hand, are seeking a stake in the yet-to-be developed ....
