State govt. asks officials to conduct on-site inspections
The fluctuations in weather conditions in the recent past have brought a cause of concern for the sugarcane crop in Uttar Pradesh.
The government on Saturday issued an advisory to its officials to make proper arrangements for prevention of insects and pests which attack the crop by conducting on-site inspections along with scientists of the Sugarcane Research Council.
“Due to excess moisture in the atmosphere and day-to-day fluctuations in the weather, various pests such as pyrilla, grass hopper, fall armyworm and black bug infest sugarcane crop,” said Commissioner, Cane and Sugar, Sanjay R. Bhoosreddy. ....

New Delhi, March 11 : The Ministry of Civil Aviation (MoCA) and Directorate General of Civil Aviation (DGCA) has granted a conditional exemption to ICAR-Indian Institute of Sugarcane Research, Lucknow (ICAR-IISR) for conducting trials to evaluate drone spraying solutions for controlling pests and diseases.
The exemption is valid until 30th November 2021 from the date of issue of the permission letter or until the Digital Sky Platform becomes operational, whichever is earlier, the MoCA said in a statement.
General Aeronautics engaged by IISR (through Mahindra & Mahindra) shall only operate the RPAS (Remotely Piloted Aircraft Systems) models specified in the approved Standard Operating procedures (SOP). IISR shall ensure that only trained, experienced, bona fide personnel op ....

Conditions and limitations to the ICAR – Indian Institute of Sugarcane (IISR) Research to use Remotely Piloted Aircraft Systems (RPAS):
 
This exemption from the paragraphs 5.2 (b), 5 3, 6 1,6.2.2(e), 6.2.3 (b), 6.3, 7, 8.4, 9.2, 9.3, 11.1 [c d], 11.2 [a,d], 12.4, 12.5, 12.18, 12.19 of CAR Section 3, Series X, Part I issued to Institute of Sugarcane Research (llSR) is subject to exemption from Rule 15A of the Aircraft Rules, 1937 by Ministry of Civil Aviation.
The llSR shall obtain necessary clearances from (a) Local Administration (b) Ministry of Defence (c) Ministry of Home Affairs (d) Air Defence Clearance from Indian Air Force (e) Airport Authority or India (AAI) and (f) Ministry of Agriculture [as applicable) prior to operation of Remotely Piloted Aircraft System (RPAS). ....
