In a giant step toward construction of the controversial Springbank dry dam, the province’s Natural Resources Conservation Board (NRCB) on Tuesday gave its blessing to the project.
A federal environmental review, which has already issued a draft report sanctioning the Elbow River reservoir meant to prevent a repeat of the flood that devastated Calgary in 2013, is expected to issue its approval next month, which would virtually clear the way for work to proceed.
