Niagara County DA Warns of Unemployment Insurance Fraud

Niagara County District Attorney Brian D. Seaman today said that the filing of fraudulent unemployment insurance claims using stolen identities continues to be a problem and that his office is working closely with the New York State Department of Labor (DOL) to address the issue.

“We continue to hear from people all over Niagara County who have had unemployment insurance claims filed in their names that they have nothing to do with,” said Seaman. “We have had a significant number of Niagara County government employees impacted and the Department of Labor has identified more than 500,000 fake claims across the state. The breadth of this criminal activity is staggering and could impact anyone so people should remain vigilant.” ....

Pendleton Town Highway Superintendent Jeffrey Stowell Enters Guilty Plea to Official Misconduct

Niagara County District Attorney Brian D. Seaman announced that Pendleton Town Highway Superintendent Jeffrey Stowell entered a guilty plea today in Niagara County Court to one count of Official Misconduct, a class “A” misdemeanor in violation of NY State Penal Law Section 195.00(1). This plea was offered after consultation with and approval by the Pendleton Town Supervisor and the Niagara County Sheriff’s Office.
This investigation revealed that Mr. Stowell, in an unauthorized exercise of his official function as the Highway Superintendent, directed Town employees to perform work at his private residence and on his personal property during business hours, in addition to using Town equipment to deliver stone and other materials to his private residence. As a condition of his plea, Mr. Stowell will immediately cease employment with the Town of Pen ....
