The owner of a mini-mart in a strip mall slated to be torn down to make way for new dormitories at Brown University says he was assured by school officials he would be able to move his store into retail space in the new development.
Now, he says Brown tells him he cannot move his business into the new building. 
“For years they said there will be new construction.
