Lackawanna County Court Senior Judge Robert Mazzoni issued an order Friday approving the terms of the settlement.
The settlement money comes from $12 million in sewer sale proceeds to Scranton and Dunmore escrowed for securing the missing easements.
The $7 million figure includes plaintiff attorneys legal fees that may not exceed one-third of that amount, or $2.3 million, as well as reimbursement of experts costs.
Property owners would receive their easement payments within 50 days of the approval, officials had said during a final hearing in the case held Nov. 19.
