The government has said that the new farm laws are a ‘game changer’ and has promised the farmers freedom, protection, and higher income. They have assured that the farmers can now sell their produce to anyone anywhere. APMC mandis will continue to function and will not be closed. Contract farming acts as a form of price assurance and farmers will have income security due to partnership with industry. Then why are the farmers unhappy?
The root cause is a growing distrust of the farmers with assurances given by the government as well as some glaring lacunae in the hurriedly enacted laws. Before coming into power, the 2014 manifesto of the ruling  party had promised implementation of the 2006 report of the National Commission of Farmers headed by Dr MS Swaminathan, which had recommended that the MSP should be at least 50 per cent more than the weighted average cost of production. The raging controversy regarding the new farm laws and the country-wide protest of farmers have once again brought to focus the crucial role played by agricultural markets in economic development. States like Punjab, Haryana and Maharashtra have well developed marketing systems which have contributed to their prosperity. Other states have lagged and continued with the traditional systems. Reforms have taken a back seat.
Agriculture market reform in India has historically been a vexatious issue. The Royal Commission on Agriculture in 1928 noted the need to regulate agricultural markets. The Madras Commercial Crops Act 1933 (which was then applicable to areas of present day Odisha) laid down certain restrictions. The Constitution of India (1950) prescribed that “Agriculture”, “markets and fairs” and “trade and commerce within the state” are all State subjects (Entry 14, 26, 28, List II, Seventh Schedule). The whole country has been in turmoil for the last few weeks because the farmers are agitated. Lakhs of farmers are on the streets and Delhi, the national capital, is under siege. The bone of contention has been three farm laws which the government has promulgated recently, almost surreptitiously. On June 5, in the midst of a raging pandemic when people were worried about the economy, the Government of India notified three ordinances having far-reaching consequences on agriculture in the country.
