Naval base commander: Safe Haven liberty concept in the works

“This is something we are developing,” Capt. Jeffrey Grimes said during an online forum hosted by the Guam Chamber of Commerce and the Guam Hotel and Restaurant Association. “In military terminology, it’s ‘pre-decisional.’”
He said ongoing decisions with the island business community, including Thursday’s forum, are part of the development process.
The concept involves only the Navy, for visiting ships, he said.
The military last July announced that U.S. Naval Base Guam was designated as a Safe Haven Liberty port for ships to safely pull in for supplies, repairs and rest and relaxation during the pandemic. Visiting sailors have been allowed to use specific facilities on base, as well as a secured beach, also on base. ....
