Bilingual policy and test-oriented system clash

Ever since the government proposed that Taiwan be transformed into a bilingual nation by 2030, people have been debating the policy’s pros and cons. Experts and academics have offered various theoretical arguments, but one standard answer has not surfaced. In my view, as a teacher, achieving the policy requires a review of the issues from a practical perspective, from the viewpoint of Taiwan’s educational structure and characteristics.
The education system is dominated by test-oriented learning. Most regular teachers view bilingual instruction as extra work, while teachers of subjects tested in the joint entrance exams even view it as a threat.

As expected, after the mathematics portion of the General Scholastic Ability Test (GSAT) was criticized last year for being too easy, the pendulum has swung back, with students calling this year’s exam the most difficult ever.
Some graduates have asked if teachers were trying to get revenge for last year’s complaints, and many students have decided to take the optional Advanced Subjects Test (AST) scheduled for July.
Looking at previous GSATs, the math portion in 2009 was the most difficult, as the average score of the top 1 percent was a mere 89.55 points, the only time that the average dipped below 90 points. More data are needed to determine if this year’s exam was truly the most difficult. ....

On Dec. 30, the Ministry of Education published the college and university enrollment rates for the 2020-2021 academic year, showing that a dozen schools had freshman enrollment rates below 60 percent, up from six the year before.
The number of high-school graduates registering for the General Scholastic Ability Test on Friday next week and Jan. 23 set a new low, showing that the effects of the nation’s low birthrate on higher education are indisputable. Under such circumstances, legislation for closing private senior-high schools, junior colleges and above bears no delay.
Late last year, the Cabinet resubmitted draft regulations for such legislation to the Legislative Yuan for a review. Judging from the draft title, the scope has been extended from colleges to senior-high schools, and the word “transformation” has been deleted in the resubmitted draft to focus on school closures, highlighting ....
