Today s hackers often want money to give you back your files (after they ve stolen them or encrypted them in a ransomware attack) or to cease a DDoS attack (a distributed denial-of-service attack where an army
of bots try to connect to your site at once, rendering it inaccessible to regular punters).
And their efforts are only escalating, because governments enable ransomware extortionists in three ways: failing to regulate cryptocurrencies like bitcoin, giving hackers an easy, anonymous method of being paid; authorities underfunded and uncoordinated efforts to catch offenders (we compare particularly poorly against Australia, as detailed within this feature); and maintaining the legality of paying up. ....

Investigative journalism group amaBhungane said Twitter blocking links to its online articles appeared to be an “attempt at censoring a highly respected news outlet”.
The non-profit newsroom’s managing partner Sam Sole tweeted on Friday that links to their website were being blocked coinciding with the publication of articles about how a multibillion-rand tender was allegedly “legally rigged” to favour Turkish-led consortium Karpowership SA.
According to the article, the department of mineral resources and energy allegedly structured the tender in such a way that it favoured the budding gas industry while kneecapping renewables, a move that placed the consortium ahead of ot ....

If China s first emperor, Qinshihuang of the Qin Dynasty (221-206 BC), were still alive, he might notice that some elements of his underground army have left their Terracotta Warrior comrades this week.
A newly built museum designed to exhibit the bronze chariots and horses excavated from the emperor s mausoleum will open to the public in Xi an, Shaanxi province, on May 18. The artifacts had been moved there by Wednesday.
The idea is to highlight the objects historical value and enable tourists to more easily and clearly understand the period. Previously, the chariots and horses were exhibited in a showroom of the Emperor Qinshihuang s Mausoleum Site Museum and not far from the renowned Terracotta Warriors, where tourist traffic was heavy. The new museum i ....

The controversy surrounding the new location for Masaka District headquarters has taken a new twist with the district technical planning committee suggesting another site to erect the offices.
The committee has recommended that the headquarters be built at a piece of land housing Bukeeri Health Centre in Buwunga Sub-county.
Following the elevation of Masaka Town to a city status on July 1 last year, the district headquarters, which is within the city centre, has to be shifted to a new location outside the city, according to the local  government policy. ....
