The slow - but necessary - transition away from emergency housing

The way forward? Transitional housing, Cassels said.
People in emergency housing were signed on to short-term contracts by the Ministry of Social Development, known as Emergency Housing Special Needs Grants, one week at a time. Transitional housing, however, was contracted for an average of around 12 weeks, and typically included some wraparound supports, depending on the provider.
“I don’t think the emergency housing system was ever contemplated, or designed, to deal with such a dramatic increase in the number of people who needed to use it.
“I believe that inevitably there’ll be a series of imperfect steps before we find a solution. That solution is obviously, slowly but surely, moving from emergency housing to transitional housing.” ....

The truth about The Setup on Manners, Wellington's notorious emergency housing hotel

It’s not an uncommon story. The machinery of emergency housing held 622 Wellington households in its gears at last count. The people in those households are signed on to short-term contracts with emergency housing providers, funded through grants provided by the Ministry of Social Development, one week at a time.
But those contracts aren’t protected by the Residential Tenancies Act, giving people in emergency housing a shaky claim on the title “tenant”, and no certainty of shelter beyond seven days. On the other hand, the contracts sometimes roll over indefinitely – in some cases for years – because the actual social housing wait list now exceeds 22,000 people. ....

Immigration NZ looking into complaints migrant sex workers operated in former Wellington emergency housing motel

There is no suggestion the alleged migrant sex workers were emergency housing clients.
A spokeswoman for Harbour City “absolutely refuted” the allegations, stating she’d never received any complaints from guests, nor was she aware of the activity.
“This is an unfair attack on our business,” she said, declining to be named.
Harbour City has been paid $2.5m by the Ministry of Social Development since June 2017, according to official data. Last month it was raided by police, who seized methamphetamine, cannabis and stolen property. Detective Sergeant Charlie Munro said no arrests were made.

Police raid central Wellington emergency accommodation motel, seize drugs and stolen property

Stuff he was on bail and had lived at the motel for about three months.
“Police dropped me off here. They’re here every day, about five times a day, because they have to do bail checks,” he said. “There’s no families here, it’s pretty much everyone on bail. There’s lots of gangs in there too. Every type of gang you can think of. That’s why the cops are always here.”
He said there were assaults, parties and people abusing staff inside the motel.
