Bello rejects Sinas bid for police clearance in DOLE transactions

Labor Secretary Silvestre Bello III has rejected the request of the Philippine National Police to make the national police clearance (NPC) a requirement in the various transactions of the Department of Labor and Employment.
In his letter to PNP chief Police General Debold Sinas, Bello said, While good-intentioned, requiring DOLE’s clientele to secure NPC to avail of our services will do more harm than good.

Justice Secretary Menardo I. Guevarra on Friday, April 23, said no laws are violated in requiring the public to secure police clearance when transacting with the Department of Labor and Employment (DOLE).
“Although it’s not illegal per se to require a police clearance for certain public transactions, the question is, is it necessary for a particular type of transaction with the DOLE? What purpose will it serve? Does it add to red tape? These are policy, not legal, questions,” Guevarra said.
Police clearance for transactions with DOLE is being pushed by the Philippine National Police (PNP).
PNP Chief General Debold M. Sinas last March wrote to DOLE Secretary Silvestre H. Bello III asking that police clearance be secured by persons making transactions with the DOLE. ....

Bato: NBI to remain as nat'l clearing house despite proposal to improve police clearance system

The National Bureau of Investigation (NBI) will continue to exist as the national clearing house even if there is a proposal in Congress to establish a stronger National Police Clearance System in the Philippines, Senator Ronald Bato Dela Rosa said Tuesday.
This, after NBI Deputy Director Ferdinand Lavin expressed opposition to some provisions of Senate Bill No. 1581, which was filed by Dela Rosa.
We are mandated by both laws to act as the national clearing house of criminal records, Lavin, said during a Senate hearing on the proposed measure, citing laws that established the NBI.
If this is only to integrate the local databases of police clearance system, then we have no issue with that, he added. ....
