IAS looks into possible police lapses in Calbayog incident

THE Philippine National Police Internal Affairs Service (IAS) has launched its motu proprio investigation into the incident that killed the mayor of Calbayog City in Samar, his two police escorts and two other policemen.
A civilian caught in the crossfire was also killed.
IAS Inspector General Alfegar Triambulo said they were looking into reports that the anti-drugs policemen who figured in the incident with the mayor’s group were not in uniform and were wearing bonnets. They were also carrying high-powered firearms.
“Ayon po sa police operational procedure, sila po may mga requirements po. Dapat sila ay naka-uniform, hindi naka bonnet sa isang legitimate operation,” Triambulo said. ....

IAS recommends dismissal of cop tagged in Parojinog sexual assault

THE Philippine National Police-Internal Affairs Service (IAS) has recommended the dismissal of Police Colonel Jigger Noceda, who was accused of sexual assault by detained former Ozamiz City vice mayor Nova Princess Parojinog.
IAS inspector general Alfegar Triambulo said Noceda was found guilty of two counts of grave misconduct, one for act of lasciviousness and one for rape by sexual assault.
He said the recommendation was submitted to PNP Chief Debold Sinas for approval.
In October, Parojinog’s legal counsel, with the assistance of the PNP Women and Children’s Center, filed rape charges against Noceda, then the chief of the PNP custodial center, before the Quezon City Regional Trial Court. ....
