Victoria's state of emergency set to be extended until December

The Andrews government’s state of emergency bill passed Parliament late on Tuesday after it agreed to a series of concessions in order to win the support of crossbench MPs.
Children could pay half as much as adults for breaching COVID-19 rules and people would be able to appeal against their penalties to a new fines review officer, under the agreed changes to the bill.
