SEBI’s peak margin rule hits commodity futures
With high transaction cost adding to woes, traders face a double whammy
Leverage is the fuel that keeps speculators going and any clampdown on leverage will result in lower speculative activity. This is the trend playing out in the commodity futures market with the stage-wise implementation of SEBI’s peak margin rules since December last year.
Data from the Multi Commodity Exchange indicate that since November 2020, the average daily turnover (ADT) in commodities futures was down 23 per cent till April 30. March 2021 saw the sharpest fall of 28 per cent month-on-month, thanks to the 50 per cent peak margin requirement that kicked in then. ....

The Commodity Participants’ Association of India has sought the Finance Minister Nirmala Sitharaman’s intervention to rationalise the peak margin imposed by SEBI from December last year and rationalise cost of trading to salvage the sinking trading volumes on the commodity exchanges.
The regulator had implemented a peak margin on clients from last December to reduce leverage on intra-day positions in phases.
Shrinking volumes
As per SEBI norms, a peak margin of 25 per cent was levied on clients starting December and it will increase by 25 per cent progressively every quarter hitting the peak of 100 per cent by September quarter. Average daily turnover on exchanges has shrunk 27 per cent in last two months. Equity markets have also seen a sharp fall of 19 per cent in Average Daily Turnover (ADT) in this period, while equity futures volumes are down by 14 per cent. ....

The Chinese commodities derivatives market has grown at a rapid pace in the recent past. Today, Chinese exchanges are among the top five globally. Out of the top 15 futures contracts in the world, nine are traded on Chinese exchanges. A recent field study on the Chinese market offers several interesting insights about its growth dynamics.
First, while China has significant pricing power in many commodities on account of its share of demand or supply, the role of its vast retail trader base that allows it to build market volume often goes unnoticed. The volumes contributed by retail traders are typically 50-95 per cent with several factors driving the retail excitement. ....
