New changes are coming down the track for Irish tillage farmers this year in the form of the new Straw Incorporation Measure and a new Area Monitoring System – which will be rolled out for all area-based schemes in the coming years, according to Teagasc.
Galway-based Teagasc drystock and tillage advisor John Galvin highlighted what farmers should know about the new straw scheme and farm payments this year.
First off, he assured: “There are no changes to the BPS [Basic Payment Scheme] greening requirements for 2021. Crop diversification applies for over 10ha of arable crops and ecological focus areas apply for over 15ha of arable crops. ....

Controls for this year’s Protein Aid Scheme will for the first time be undertaken remotely through the use of the Area Monitoring System. 
The Minister for Agriculture, Food and the Marine, Charlie McConalogue TD explains that Checks by Monitoring is an automated and continuous process. It will use satellite data along with other data sources to determine the agricultural activity on all land parcels declared by farmers under the Protein Aid Scheme in 2021.
To facilitate the implementation of the Area Monitoring System (AMS), which will be compulsory in the Common Agricultural Policy (CAP) post 2020, a phased introduction is being implemented by Ireland for various schemes over the interim period. Monitoring of farms in Protein Aid Scheme 'grossly intrusive' - ICMSA


The president of Irish Creamery Milk Suppliers’ Association (ICMSA) has described the level of monitoring that will be employed this year for the Protein Aid Scheme and other schemes in future years as “grossly intrusive and disquieting”.
Pat McCormack was referring to the new Checks by Monitoring (CbM) system that will be replacing the current ‘on-the-spot’ controls and will be compulsory in the new Common Agricultural Policy by January 1, 2024.
