'Insider Trading' in Biodiversity Offsets must be Investigated

Revelations by The Guardian showing land in western Sydney was sold as biodiversity offsets for millions of dollars more than what it was bought for by individuals who worked for the environmental consultancy recommending the offsets, essentially amounts to insider trading and must be urgently investigated, says Greens MP and environment and wildlife spokesperson Cate Faehrmann.
Last week, Greens MP Cate Faehrmann wrote to the Auditor General to audit the Biodiversity Offsets Scheme and the Biodiversity Conservation Trust, and to the ICAC, after a Guardian investigation revelations that a number of employees of the private companies involved in offsets were making huge gains by buying up land they knew would be required for offsets for major projects in western Sydney and then selling that land as offsets back to the government. ....

'Deeply concerning': government consultant made millions from NSW environmental offsets | Environment


Anthony Whealy, the director of the Centre for Public Integrity and a former NSW supreme court judge, said: “The sheer magnitude of the profits realised by private individuals and companies from a scheme essentially designed to protect and restore the environment raises serious concerns.”
The transactions warranted “a thorough investigation by the NSW auditor general”, he said.
Offsets are used to compensate for the environmental destruction caused by major development by protecting and restoring endangered habitat elsewhere.
In NSW, developers can do this by purchasing offset credits from properties that landholders have committed to conserving permanently under an agreement with the state government. ....

The NSW government is undermining a key platform of its koala protection policy by removing financial incentives for conservation on private properties as part of a bill to help harmonise council rates.
Debate in the upper house has stalled over the legislative amendments, which include stripping rates exemptions from landholders who receive government funding through environmental offset agreements, one of the tools to protect koala habitats on private land.
Koala protection policy has been a major battleground within the NSW Coalition. ....

Phase 1 Stage 1 (T6-17-177) has already been completed.
The next stage (T6-20-211) will be cleared this week after the developer gave the required 48 hours notice.
The remaining stage (T6-20-507) is with council waiting on additional information from the applicant.
