A chance to bolster reserve forces By David Brown The proposal to merge the All-out Defense Mobilization Office and the Armed Forces Reserve Command into a single defense reserve mobilization agency (“New agency to oversee mobilization of reserves,” April 21, page 2) would represent an important step and an opportunity to strengthen Taiwan’s reserve system. President Tsai Ing-wen (蔡英文) deserves credit for advocating the need to enhance the reserves so that they would make a meaningful contribution to deterring aggression by the Chinese People’s Liberation Army (PLA). The government has announced plans to increase training from four days to two weeks and envisages training, including urban warfare training, being conducted annually. These are welcome changes, but they still fall short of what is needed to achieve combat-ready reserve troops. ....
Last month, the Ministry of National Defense announced plans to form a new reserve mobilization agency, integrating two existing military agencies the All-out Defense Mobilization Office and the Armed Forces Reserve Command into a new “defense reserve mobilization agency” by January next year. During a meeting of the Legislative Yuan’s Foreign Affairs and National Defense Committee on April 19, Minister of National Defense Chiu Kuo-cheng (邱國正) told legislators that the proposed reforms to the military reserve system would include amending the Civilian Defense Act (民防法) to allow the military to mobilize post-disaster relief volunteer workers at Buddhist and Taoist ....

During a session of the Legislative Yuan on Monday (April 19), Minister of Defense Chiu Kuo-cheng (邱國正) announced that in response to increased military threats from the People s Liberation Army (PLA), the military is planning on creating a new Defense Reserve Mobilization Agency by next January. Chiu said that in addition to existing civil organizations and military reserve units, members of Buddhist and Taoist temples could be included in the force. ....
