NEW DELHI : The Indo-Tibetan Border Police (ITBP) that guards the LAC with China has sought from the government a continued deployment of its troops in internal security duties so that it can give a “healthy break” to its personnel who man high-altitude icy locations, leading to various health issues among them, official sources said.
The force has put across this point recently before the Parliamentary Standing Committee on Home Affairs and the home ministry in the wake of the Centre mulling on an “ambitious” proposal to gradually remove border-guarding forces from security duties in the hinterland. ....

Give vaccine emergency use authorisation after trials on sufficient sample size: Par Panel
NEW DELHI: Any vaccine against COVID-19 should be granted emergency use authorisation only after proper consideration and conducting its trials on a sufficient sample size, a parliamentary panel chaired by senior Congress leader Anand Sharma has recommended to the government.
In a report submitted Monday to Rajya Sabha chairman and Vice President M Venkaiah Naidu, the Parliamentary Standing Committee on Home Affairs also said there was a need for a comprehensive public health law to keep a tab on private hospitals and check black-marketing of medicines.
The report comes even as the government considers applications of at least three firms seeking emergency approval to roll out their vaccines against the coronavirus in India. ....

New Delhi [India], December 21 (ANI): A national plan should be formulated under National Disaster Management Act (NDMA), 2005 and Epidemic Diseases Act, 1897 for co-ordination between the centre, states and UTs for quick response to a crisis like a coronavirus in future, the Parliamentary Standing Committee on Home Affairs has recommended in its report on COVID-19.
The panel said that it would ensure efficacious implementation of all decisions to contain pandemics and equitable/timely distribution of relief at district and sub-divisional levels to the intended beneficiaries in urban and rural areas.
NDMA is meant for handling disasters that occurs periodically every year and is not meant for handling the pandemic/ epidemic which happens in decades and even once in a century. The Epidemic Diseases Act, 1897, is outdated as it was framed in the colonial-era and ne ....

On the eve of India getting it s first COVID-19 vaccine, Parliamentary Standing Committee on Home Affairs has warned the government against rushing through authorisation. The Anand Sharma-led committee, in its report, recommended that due diligence, enough trials and all other precautions be taken before emergency authorisation is granted. The Committee recommends that while undertaking vaccine trials all necessary and mandatory requirements must be duly fulfilled and all phases must be completed. Trials on small animals, human trials should be mandatorily undertaken on a sufficient sample size population, the report stated. ....
