财政部最新发布的数据显示，今年上半年，在财政收入增长偏快的情况下，财政支出进度创9年新低，积极的财政政策明显不够“积极”。
分析人士指出，上半年经济稳增长压力较小和遏制地方隐性债务政策导向是财政发力较弱的主要原因。随着经济下行压力加大，下半年财政力度料将比上半年来得“积极”，但考虑到债务约束以及为明年预留空间的可能，财政发力空间较为有限。
财政部数据显示，今年上半年，一般公共预算收入117116亿元，同比增长21.8%，一般公共预算年支出121676亿元，同比增长4.5%，支出增速远低于收入增速。此外，1-6月，政府性基金收入39078亿元，同比增长24.1%，政府性基金支出41699亿元，同比下降7.8%。
从支出预算进度看，上半年一般公共预算仅完成全年预算的48.6%，政府性基金支出完成全年预算的31.8%，均为2012年� ....

　　据介绍，《国家艺术基金（一般项目）2022年度资助项目申报指南》规定，艺术机构可申报国家艺术基金“舞台艺术创作”“传播交流推广”“艺术人才培训”资助项目，艺术工作者可申报“青年艺术创作人才”等资助项目。国家艺术基金理事会近日决定，上述资助项目全部向港澳特区艺术机构和艺术工作者开放。
　　国家艺术基金管理中心将组织专家评审，报国家艺术基金理事会审议，确定资助项目和资助额度，并委托香港中联办宣文部、澳门中联办宣文部作为在港澳特区的工作机构对资助项目的实施进行监督管理。
　　港澳特区申报国家艺术基金（一般项目）2022年度资助项目的时间为2021年7月至9月，项目申报的具体要求和方式可通过国家艺术基金网站查询。 ....
