An example of this came up at South Huron council’s May 3 meeting while council was awarding a contract for a project on Highway 21. The total cost of the project, the installation of a control chamber on an existing watermain at Highway 21 and Gore Road, comes in at $57,188.56 over the approved budget, and South Huron director of infrastructure and development Don Giberson described pricing during the pandemic as “very erratic.” ....

The municipality received five bids for the project, with one disqualified as it did not conform to specifications. Of the four other bids, they ranged in price from $30,714 to $56,551, excluding HST. Council at its April 6 meeting decided not to award a tender for the project.
