Vietnam Government Reps. Call For a Legal Framework for E-Cigarettes 
Speaking at a workshop in Vietnam, representatives from various government agencies, said that electronic devices, such as vaping products and heated tobacco products (HTPs), should not be legalised before an assessment leading to an appropriate legal framework is conducted.
The workshop on the legal framework for e-cigarettes was held in response to the Government’s request that the Ministry of Industry and Trade is to propose a management strategy for the devices.
A legal framework for e-cigs, should be built based on assessments of pilot programs.Electronic products should not be legalized immediately, said the officials, but a pilot phase allowing the production, import and trading of these new-generation cigarettes in the country, should be carried out. Vietnam has seen certain achievements made in tobacco harm prevention and control but challenges continue to emerge, including the increasing trend of smoking e-cigarettes, Associate Professor and Dr Luong Ngoc Khue has said.

The smoking rate among men in many provinces and cities last year fell compared to 2017 as a result of agencies’ efforts to implement tobacco harm-prevention programmes,

The smoking rate among men in HCM City fell to 44.5 per cent in 2020 from 46.7 per cent in 2017, and dropped by 7.5 per cent in the Central Highlands province of Lam Dong and by 7.4 per cent in the northern province of Phu Tho. ....

Legal proceedings started against case of COVID-19 Patient 1440
Director of An Giang province’s Department of Public Security, Col. Dinh Van Noi, announced on December 30 that the department’s Investigation Security Agency has issued a decision to begin legal proceedings in a case of organising illegal entry into Vietnam in the local district of An Phu on December 24.
Noi said that the investigation detected signs of criminal activity in the case, and decided to commence legal proceedings to expand investigations.
The province’s Department of Public Security is coordinating with the provincial Border Guard and An Phu district authorities in catching those that helped COVID-19 Patient 1440 illegally enter Vietnam. ....
