Malaysia retains Boustead as shipbuilder for LCS programme

The Malaysian government has decided to retain state-affiliated Boustead Naval Shipyard (BNS) as the shipbuilder for the country’s troubled Maharaja Lela (Gowind)-class Littoral Combat Ship (LCS) programme.

The decision was made on 5 May by a ministerial committee that was convened to examine options for the long-delayed programme, the country’s defence minister, Ismail Sabri Yaakob, said in a statement on 7 May.
“The ministerial committee that convened on 5 May has agreed for the Boustead Group to proceed with work on the LCS programme, on which work has been halted since 2019,” Ismail said in his statement. “The ministerial committee has also stipulated the new conditions that the Boustead Group must abide by,” he added, without providing further details. ....

agreed for the Boustead Group to continue with the Littoral Combat Ship (LCS) project is welcomed with mixed enthusiasm.
If the project is well managed after drawing lesson from past mistakes, it has the potential for a positive spin on the economy. Otherwise, committing more funds using the same incompetent project and management team is digging a deeper hole for self-burial.
Announcing the continuation of the LCS project without giving details of the funds - amount, source, and for what number of the ships to be delivered - is half -baked. ....

MP SPEAKS | The Littoral Combat Ship (LCS) saga was one of several issues that was brought to the Parliamentary Select Committee on Defence and Home Affairs when I chaired it from December 2019 until December 2020.
We must remember that LCS is one the largest defence procurement for new equipment undertaken in Malaysia’s history.
The Special Investigation Committee on Public Governance, Procurement, and Finance (JKSTUPKK) had stated that the LCS was one of the vendor-driven procurements undertaken by the Defence Ministry, where the requests and needs of the contractor prevailed over that of the end-user, the Royal Malaysian Navy (TLDM). ....
