The State of the Nation: Bank Negara Malaysia Annual Report 2020 - Pandemic reveals critical gaps in Malaysia's social protection system


HOUSEHOLDS under the Poverty Line Income threshold have received the smallest percentage of government cash handouts in recent years, according to a government survey, underlining some of the deficiencies in Malaysia’s social protection system, including weak verification capacity and fragmented policies by multiple government agencies resulting in more than 60 such programmes.
Indeed, the magnitude and scale of the Covid-19 pandemic has revealed critical gaps in the social protection system, in the form of its effectiveness, implementation as well as sustainability, and involves all pillars of social protection, according to the central bank.
Bank Negara Malaysia in its Economic and Monetary Review 2020 report says a holistic review of the entire social protection system is needed to ensure its continued ability to act as an automatic stabiliser during crisis periods. ....

'Help EPF members with near-depleted savings'

JAYA: Efforts must be made to replenish the savings of those who have exhausted nearly all of their retirement money, financial experts say.
Commenting on a disclosure by outgoing Employees Provident Fund (EPF) chief executive officer Tunku Alizakri Raja Muhammad Alias on withdrawals made by 30% or 1.6 million members of the fund, the experts called for concerted efforts by contributors, employers and the government to boost the retirement savings of those affected.
Tunku Alizakri said some EPF contributors might only have a minimum required balance of RM100 in their accounts following withdrawals.
Financial planner Felix Neoh advised contributors to increase their monthly contributions as members can put into their accounts RM60,000 a year, over and above their yearly deductions. ....

Malaysia’s government has introduced several income tax amendments that will impact individual taxpayers for 2021.
The individual income tax has been reduced from 14 to 13 percent for resident taxpayers in the 50,000 ringgit (US$12,375) to 70,000 ringgit band (US$17,325).
Further, there are several tax relief schemes that residential taxpayers can benefit from for this year and beyond.
Malaysia’s government introduced a slight reduction in individual tax as part of its 2021 budget proposals. Furthermore, the government has increased, expanded, and extended the scope of the individual tax relief schemes introduced in 2020. ....
