Chilonga Evictions Show Government Insensitivity

The Zimbabwe government’s plans to evict 13,840 Indigenous Shanganipeople from their communal land in Chilonga, Chiredzi district, southeastern Zimbabwe is problematic for many reasons, not least for its failure to uphold human rights.
On 26 February, the Local Government, Urban and Rural development Minister, July Moyo, published a legal notice ordering thousands of people on 12,940 hectares of Chilonga communal land in Chiredzi to leave immediately unless they acquire fresh rights of use or occupation to that land. The legal notice said the land was being set aside for lucerne grass production – farming grass for stockfeed. ....

President Emmerson Mnangagwa’s government was forced to hold crisis meetings after a controversial edict paving the way for the eviction of thousands of Chiredzi villagers caused an uproar.
The government wants to remove the more than 12 000 Chilonga villagers from their ancestral lands to make way for a lucerne grass project by a Kwekwe-based dairy firm, Dendairy.
On Friday, a Masvingo magistrate temporarily stopped the evictions after ruling that the government should show cause why it was ejecting villagers from Chilonga communal lands.
This followed a joint court application by the Southern Africa Human Rights Defenders Network and the Centre for Natural Resource Governance on behalf of the villagers. ....

Groups Urge Lucerne Outgrowers Scheme For Chilonga Community

Mutare: A Manicaland-based environmental watchdog has called on government to facilitate an outgrowers scheme for the Shangani community which faces eviction from its ancestral land in order to pave way for a multi-million-dollar Lucerne grass farming project.
Lucerne grass is used for hay and cow forage.
Over 12 000 families from Chilonga and Mutomani areas in Chiredzi were recently dealt a huge blow after government gazetted Statutory instrument 50 which legalises their eviction from ancestral land.
The eviction will pave way for Dendairy’s multi-million-dollar project targeting 10 000 hectares of arable land for Lucerne production meant for supplying local and foreign markets. ....
