Authorities in Phalombe say equipping local development structures with skills is key to smooth implementation of standard development projects in the country.
Phalombe District Council Human Resources Management Officer, Evance Maotcha, says for a year now, Area Development Committees (ADC) have been operating without proper skills, a development he says affected their operations such as lack of coordination.
Maotcha says for effective delivery of services, there is need for ADCs to be equipped with relevant skills. ....
