Man charged with attacking woman, injuring baby

EDWARDSVILLE An Alton man faces several felony charges after allegedly punching someone in the face and injuring a 3-month-old baby.
Thomas L. Riggins, 43, of the 8800 block of Blue Ridge Drive, Alton, was charged with domestic battery (second subsequent offense, a Class 4 felony; and aggravated battery, a Class 3 felony.
The case was presented by the Madison County Sheriff’s Department.
According to court documents, on Feb. 14 Riggins punched a family or household member in the face. It was noted he had a prior conviction for domestic battery out of Madison County in 2019. He also pulled the arm of a 3-month-old child, injuring the baby. Bail was set at $120,000. ....
