Gov't Prescribes Model Change for Medical Unis to be More Competitive


The government-pushed but debated model change of the Hungarian universities rolls on. Lately, all four medical universities voted to switch to the new foundation-based working model. For now, however, the reform is accompanied by haste, mistrust, uncertainty, and opposition. Former minister and Constitutional Judge István Stumpf’s appointment can bring new impetus to the completion of the government’s will.  
It all started with the transformation of Corvinus University, completed in 2019. As of the current standing, only ten of Hungary’s 26 state-maintained universities would keep the old model by the end of the year, the others will be led by foundations in which members were and are appointed by the government, but after that they will have absolute power over the privatized institutions. ....

Medical Universities Can Switch to Debated Foundation-based Model
The medical universities’ switch to the new, government-preferred foundation-based working model is on the agenda. So far, eight higher education institutions did so or were forced to do so, and two more would switch over in 2021. The government says it aims to raise competitiveness and reliability. The Hungarian way, however, differs from the international examples, and is still under debate from many aspects.
According to the government’s proposal, the new working model follows international tendencies, namely the Anglo-Saxon way. Instead of the state, the newly-established foundation will exercise the founders’ rights and procedural application. Its board of trustees would accept the budget, the annual report, the organizational and operational regulations, and be responsible for the institution’s development and asset management. Jobbik Promises Review of Transferring Universities to Foundations
The opposition Jobbik party has vowed to conduct a review of the transfer of Hungarian universities to foundations if it enters government.
Jobbik lawmaker Koloman Brenner told an online press conference on Facebook on Wednesday that his party did not object to the principle of running universities differently to the state model, but it disagrees with the practice of stripping teachers and students of their decision-making powers and handing them to supervisory boards. He said universities had enjoyed autonomy “ever since the middle ages”.
Brenner said Jobbik supports academic freedom and the autonomy of universities, and proposed reducing the “outstandingly high” administrative burdens placed on lecturers, reducing the weekly number of classes and setting up an independent ministry of education. ....
