The Town of Peterborough seeks to levy hefty fines for zoning and code violations against former Walden Eco Village landlord Akhil Garland and the Garland Family Realty Trust. The town filed its own suit against Garland in May, several months after Garland blamed the town for the December 2020 eviction of all 25 tenants at the Walden Eco Village in a separate, ongoing suit that several evicted tenants filed against Garland and his associated business and land trust in December.
The mass eviction followed a site inspection that revealed a number of permit and safety violations on the site, which was comprised of rental cottages as well as tiny houses, whose tenants accessed kitchen and bathroom facilities in a separate, communal building. Peterborough officials determined that eight of 15 total rental units were missing building permits, and other permitted structures were operating beyond their permitted use ....

The Town of Peterborough sent a detailed list of violations found on the Walden Eco Village property in December to Akhil Garland, trustee of the Garland Family Realty Trust, last week.
The letter, dated April 20, summarizes the findings of the town’s Building Code Enforcement Officer and Fire Inspector, and the State’s electrical inspectors. The Town was able to compile the letter after receiving the state’s final investigation report last month, Town Administrator Nicole MacStay said.
Garland received preliminary notice of the violations in December, when the town inspected the property and found safety and code violations on site, including missing building permits for eight of 15 total rental units, and permitted structures being used beyond their intended purpose. Peterborough has upheld its order that all 25 tenants of the Walden Eco Village must evacuate by Wednesday.
The ruling came despite appeals from tenants, community members, and an ultimately failed attempt at a temporary fix by the landlord, Akhil Garland, who represents the owning entity the Garland Family Realty Trust.
The Walden Eco Village was founded about 12 years ago, residents say, and is comprised of a series of cottages and casitas, or 140 square foot tiny houses, around a village green. Some residents live in cottages equipped with bathrooms and kitchens, and others in smaller rentals use a community building for kitchen, bathroom, shower, and laundry facilities. Tenants pay between $445 and $1,400 a month depending on a rental’s size and amenities. ....

The Town of Peterborough has ordered the 25 tenants and residents of the Walden Eco Village to vacate their residences by Wednesday after finding fire code violations during an inspection of the property last Thursday. The Eco Village, at 36-54 Garland Way in Peterborough, is comprised of 16 buildings, with 14 cottages and tiny houses serving as rental units. “Although formal inspections have not been conducted, it was evident during today’s visit that there are significant code violations that place the structures and their occupants at immediate risk,” Code Enforcement Officer Timothy Herlihy wrote to landlord Akhil Garland, who represents the Garland Family Realty Trust, which owns the property. Garland must cease and desist activity on the site and provide the tenants with alternate housing from Wednesday at 4 p.m. until the structures are properly permitted, according to the order. ....
