Hon Amos Lugoloobi has just been appointed as State Minister for Finance awaiting vetting by the Appointments Committee. 
Uganda’s per capita income is increasing steadily. In Financial Year 2015/16 it was US$ 808 and is projected to increase to US$ 932 in Financial Year 2020/21.

The temporary suspension of the implementation of Electricity Connections Policy (ECP) and the subsequent directive by Electricity Regulatory Authority (ERA) to electricity service providers to commence charging electricity connection fees for applicants of electricity connections, is unfortunate.
This has proved  that the cost of extension of electricity connections is a major bottleneck to achieving Uganda’s 80 per cent electrification target by 2040 in line with Uganda’s Vision 2040 and universal electrification for all by 2050.
Service providers are already indicating a decline in customer applications as a result of this development. ERA instructed Umeme to charge Shs720,883 for a no pole service connection, Shs2,387,472 and Shs2,741,188 for a one pol ....

The Ministry of Energy has said government has approached the World Bank for a $400m (Shs1.4 trillion) credit facility to resume free electricity connections for the next five years.
State Minister for Energy Simon D’ujanga yesterday said government is fast-tracking efforts to have free electricity connections resumed beyond the recently announced programme.
“Government is also in advanced stages to secure $400m (Shs1.4 trillion) from the World Bank to support the electricity connections policy for a period of five years. There is a lot of backlog of connections that we must do and we are working hard to make sure that the money comes soon,” Mr D’ujanga said, noting that the loan will clear the connection backlog of about 20 ....
