Tobacco industry pushes back against new smoking and vaping laws for South Africa

Representatives from the tobacco and vaping industry held consultations with the government this week on the Control of Tobacco Products and Electronic Nicotine Delivery Systems Bill, which will introduce new smoking laws for South Africa.
Approved by president Cyril Ramaphosa’s cabinet in 2018, the bill aims to comprehensively prohibit smoking in public places.
This includes public conveyances and workplaces, enclosed spaces where children are present, private dwellings used for certain commercial activities and such outdoor public spaces.
The bill also aims to further regulate the use, marketing and sales of e-cigarettes or vapes in South Africa, with these products currently operating in something of a legislative vacuum. ....

SA Tabacco Transformation Alliance says enforced plain packaging of cigarettes with no branding on them will impact the market.
The new Control of Tobacco Products and Electronic Nicotine Delivery Systems Bill approved by Cabinet in 2018 aims to stop smoking in public spaces, regulating the sale and use of vapes and e-cigarettes, and how all the products can be marketed.
This week tobacco and vaping industry role players met with government as part of the socio-economic impact assessment process.

For years, anti-tobacco lobbyists have summarily and very aggressively tarred electronic vapour products (EVPs) with the same brush they use to condemn combustible cigarettes, turning an intentional blind eye to the important role that EVPs play in tobacco harm reduction.
This is in spite of the fact that highly reputable agencies such as the Royal College of Physicians and Public Health England have published evidence that EVPs are 95% less harmful than smoking.
Chief executive of the Vapour Products Association of South Africa (VPASA) Asanda Gcoyi said: “This unscientific one-size-fits-all rhetoric by anti-smoking lobbyists has influenced certain governments around the world to pass legislation restricting the marketing and distribution of EVPs under the exact same legislation that applies to normal cigarettes. ....
