Whitehorse Daily Star: Minister sparking dissent, YP charges


The controversy over the government’s First Nations Procurement Policy flared up again in the legislature last Thursday, during the opening day of the spring session.
It resulted in an unusual and contentious clash between Richard Mostyn, the minister of Highways and Public Works, and the official Opposition
Leader Stacey Hassard.
During question period, Hassard said, “Last December, the minister of Highways and Public Works told this house that he had conducted
extensive consultations with the business community on the First Nation procurement policy.

Whitehorse Daily Star: Association head resigns


The procurement policy issue continues to bedevil the business community.
Terry Sherman, who was the president of the Yukon Contractors Association (YCA), resigned his position over the procurement policy
controversy earlier this week.
“It was a hard decision to walk a way from YCA,” he told the Star.
“There is a certain number of members that do not want nor like the FNPP (First Nations Procurement Policy) and would rather be the problem than the solution.
“The Yukon government has tried to work with YCA to build the technical requirements along with First Nation governments to make sure this FNPP will work for all Yukon citizens and achieving the goals set out in the policy,” Sherman said. ....

New procurement policy will prioritize Yukon First Nations' businesses

The Yukon government is trying to give a competitive edge to First Nations businesses bidding on government contracts.
The Yukon First Nations Procurement Policy, unveiled on Friday, aims to bolster economic opportunities for First Nations people.
It aims for at least 15 per cent of all territorial government procurement contracts to go to Yukon First Nations businesses.
Premier Sandy Silver said this will level the playing field and advance reconciliation.
Yukon First Nations businesses will have a greater advantage based on how much of the business is owned by or employs First Nations people. A business will also have an edge if it s located on First Nations territory outside Whitehorse. ....
