The city administration is facing dueling investigations into claims by two department heads that the mayor and her staff have not only created a toxic work environment, but neglected financial obligations to one of its employees.
A cease and desist order was sent by former city solicitor Mark Rumley to Mayor Breanna Lungo-Koehn, Assistant City Solicitor Kim Scanlon and Director of Human Resources, Diversity and Inclusion Neil Osborne in early June, demanding city officials stop harassing behavior towards the city s chief financial officer/auditor/finance director Aleesha Nunley Benjamin.
The order also demanded Michael Durham, the city’s director of the Office of Veteran’s Affairs, be compensated for work done to clear out a backlog of contested parking tickets after becoming the city s hearing officer in 2020. ....

The Medford City Council is looking for a lawyer of its own.
On Feb. 9, Councilors John Falco and Adam Knight proposed the body ask Mayor Breanna Lungo-Koehn to include a line item in the fiscal 2022 budget to fund separate legal representation for itself.
“We talk about issues with legal implications,” Falco said. “We need a line item to hire an attorney to help us with our weekly work.”
He also said some legal questions are sent to Acting City Solicitor Kim Scanlon and others to consultant KP Law. ....

Neil Zolot / Correspondant
2020 was a year unlike any other in living memory. The COVID-19 pandemic affected daily life across the country and around the world.
Medford was not immune. Politics and education, among other things, were affected by the coronavirus directly or indirectly.
The year seemed to show great promise. In late 2019, a new mayor was elected as were two young, progressive city councilors, indicating the city was moving out of its 20th century working class past into a more diverse 21st century present.
It didn’t work out the way anyone planned. In late 2019 and early 2020, very few knew what coronavirus meant. ....
