Côte-des-Neiges—Notre-Dame-de-Grâce Mayor Sue Montgomery will be suspended without pay for up to 120 days, starting July 27, according to a ruling by Quebec s Municipal Commission. 
Her suspension will be lifted at the moment of her swearing-in, if she is re-elected on Nov. 7. 
Montgomery was embroiled in controversy after being found guilty of 11 ethics violations in June, prompting political rivals to call for her resignation. The 70-page ruling details how Montgomery refused or neglected to establish a work environment free of harassment, violating article 30 of Montreal city councillors code of ethics. ....

The Quebec Municipal Commission actually decided to suspend Montgomery for 390 days, but cut that down to a maximum of 120 days because a suspension of more than a year “would have the effect of discrediting the administration of justice,” administrative judge Alain R. Roy wrote in a ruling dated Monday.

Lawyers argue over Montgomery sanctions


The hearings before an administrative judge at the Commission municipale du Québec (CMQ), heard arguments Tuesday as lawyers for CDN-NDG Borough Mayor Sue Montgomery and the Commission deliberated over sanctions for ethics violations.
The Commission’s prosecutor wanted a 120-day suspension, which would remove Montgomery from the mayor s chair right up until the November election, which would make the current deputy mayor Lionel Perez, who is also running for mayor, the acting mayor until the vote.
The sanctions are over 11 ethics violations for which Montgomery was found guilty last month - 17 were dismissed - and her lawyer said a reprimand would suffice and the suggestion of a four-month suspension was vindictive, while the Commission feels she hasn t acknowledged her wrongdoing in the affair surrounding an internal battle at the borrow between her office, chief of staff and the board s top bureaucrats. ....
