Staff Writer A proposed change to stormwater rates for some rented residences in town was nipped in the bud, after a plea from a resident who said the increase would affect renters and landlords disproportionately. Moundsville’s council was set to have its first reading of an ordinance which would raise the stormwater fee for single-family residential rental units from $5 a month to $7.50; the ordinance would also raise rates for commercial properties, such as businesses. However, after a renter spoke out against raising the fee during the public comment period, the ordinance was amended to eliminate the rental property rate increase, leaving only the commercial property increase. The ordinance passed its first reading Tuesday evening. ....

MOUNDSVILLE Soft ground beneath the site of Moundsville’s new municipal building is complicating the planning process. At Tuesday evening’s meeting, city leaders heard from Christina Schessler, representing McKinley and Associates, the architects of the project. Schessler said that as time went on and designs and schematics inched closer to mortar and moved earth, a variety of problems arose with the layout. Initially, concerns with parking space and preserving some historic fixtures around the area were on the mind, but a more tangible problem arose. ....
Staff Writer MOUNDSVILLE Marshall County residents seeking aid with delinquent bills as a result of the COVID-19 pandemic are eligible for reimbursement through a federal grant. The Marshall County and Moundsville Emergency Payment COVID-19 Assistance programs provide financial assistance to low-to-moderate income homeowners and renters who experienced hardship as a result of the pandemic, offering assistance in the form of a grant. Qualified households are eligible for assistance with up to six consecutive months of documented delinquent bills for mortgage, rent or utilities incurred between January 21, 2020 to the present. The Moundsville Emergency Payment COVID-19 Assistance Program is currently active, while applications for the Marshall County Emergency Payment COVID-19 Assistance Program will be accepted starting Tuesday. ....

The center was locked down Friday pending demolition. MOUNDSVILLE Debris crunched underfoot as eerie murmurs could be heard echoing off the filthy walls of the Sanford Center on its last day before being locked up and slated for demolition. Crumbling ceilings, warped floorboards, and uncomfortably soft flooring marked the rooms, while ancient bags of fast food and scraps of mail indicated that some rooms hadn’t seen use since 2019. ....

MOUNDSVILLE The Four Seasons Pool’s up-and-coming splash pad came in at higher cost than expected, but by reshuffling some projects the city still plans to have the pool fixture operating by the end of summer, and complete by next year. The splash pad, an above-ground water feature to be added to the city’s Four Seasons Pool, was put out to bid in February. At Tuesday evening’s meeting, city manager Rick Healy said two companies had bid for the project, both coming in significantly over budget. ....
