SANTA FE – Shackled to a hospital bed, Santa Fe County jail inmate Carmela DeVargas had to communicate with her eyes for doctors to take her off life support, her father says.
Even though she was quadriplegic and couldn’t move her body from her neck down, she was handcuffed to the bed by two Santa Fe County correctional officers. DeVargas had been in the jail for about a month before she had to be hospitalized due to a severe infection she developed while incarcerated. ....
