He drove from Christchurch through Reefton last night and saw a lot of damage on the way.
Heard says in Greymouth, there'sflooding around low-lying areas, he river's rising rapidly and is expected to rise more.
He says quite few houses in low-lying areas have water lapping at their doors.
Heard says all the roads to Westport are closed due to slips, damage to the road and surface flooding.

Picton is the latest town to join others in the upper South Island with no road access due to flooding and high river levels. A local state of emergency was this afternoon declared in Marlborough with people being evacuated from some areas.

Westport, Tākaka, Collingwood, Murchison, Springs Junction and Nelson are also currently isolated due to state highway closures caused by the flooding with river levels peaking at state highway bridges this afternoon.
“People should continue to avoid driving in these areas, particularly given more rain is falling around the Marlborough Sounds and emergency services are responding,” says Tresca Forrester, Journey Manager for Waka Kotahi NZ Transport Agency.

Call for West Coast councils to build their own dump for demolition waste


The problem of demolition waste was only going to accelerate, he said
“But we have this scattergun approach with [private] dumps ... we've got one at Reefton, others all over the place, we should have one consented site for the whole region.”
If all the coast councils put in some seed funding, they could get the proposal over the line for the benefit of all, and the facility could be an income earner, Ewen said.
“There's no place like the coast for locations where it could go, with no adverse effects.”
The council agreed to put the idea on the agenda for the next meeting of West Coast mayors and chairs.
