Lancaster County court officials hope to restart jury trials this spring


Lancaster County criminal justice officials are hoping to restart criminal jury trials in order to clear a growing backlog caused after most court operations were suspended in the face of the pandemic.
President Judge David Ashworth said that courtrooms 12 and 2 are currently being fitted with plexiglass to allow safe jury trials to commence.
Prior to the most recent suspension of trials on Jan. 5, jury trials had briefly started back up in Courtroom A, as well as in  room 102/104 of the Lancaster County Government building. Ashworth said 8 trials were completed.
But for 2020 overall, the total number of jury trials was down over 60% as compared to the prior two years. ....

Property taxes to remain unchanged in 2021, but county budget not structurally balanced


“I’m pretty reserved about this budget,” said Lehman, a Democrat who worked as a budget analyst for the state before winning election to county leadership. “It is not surprising, given COVID-19, that the county was not able to put together a structurally balanced budget for 2021.”
Structural balance in a budget is when ongoing expenditures — those occurring every year — are fully funded by revenue sources that occur every year, like taxes.
Lehman’s concern is that $665,000 in one-time revenue is being used to cover expenses and balance the budget in 2021. But he said he suspects that the budget will become structurally balanced as the year goes on because payroll expenses were budgeted at 100 percent of cost, which is typically costs less than the full amount due to turnover which leaves positions temporarily unfilled. ....
