In an act described by a city hall insider as an aggressive example of bureaucratic overreach, the City of Windsor has been slapped with a cease-and-desist order for helping distribute free hand sanitizer to hospitals and the public at the height of the pandemic last year.
Demand for the product exploded after COVID-19 arrived in March 2020, and local manufacturers like Hiram Walker and Sons and BASF quickly retooled their operations to address the shortage, manufacturing it for free in huge volumes. But Hiram Walker, lacking the facilities to bottle it, asked the city to help out. With Leamington’s Highbury Canco providing the needed bottles, city staff redeployed from their normal tasks decanted the Hiram Walker product from 20-gallon pails into 375-ml bottles. The city also ordered labels and staff stuck them to the bottles. ....
