Ownership of Pucketa Creek bridge split between two counties; repair plans underway

It’s not usual for residents to complain about potholes.
But when Upper Burrell residents recently complained about huge potholes on the Lincoln Beach bridge off of Greensburg Road (Route 366) at Lincoln Boulevard, township officials had to check who exactly owned the span over Pucketa Creek.
They knew it wasn’t them.
The answer wasn’t readily apparent at a Supervisors’ Wednesday night meeting: The bridge straddles the boundary of two communities and two counties.
Officially known as Pucketa Creek Bridge No. 5, the span links Upper Burrell to Plum, and Westmoreland County to Allegheny County.
After the meeting, Upper Burrell’s engineer, David Kerchner of Bankson Engineers, referenced some correspondence on a proposed bridge project several years ago and found that Allegheny County owned the span. ....

Upper Burrell delays approving Dollar General plan over permitting, drainage issues

Upper Burrell is temporarily shelving Dollar General’s plans to build a store along Route 780 at Dewey Drive until the developer secures permits and other approvals.
The township’s planning commission also raised concerns over drainage issues near the store.
Although the proposed store is unpopular with many residents who would live near it, construction has been expected to proceed because there’s nothing legally to stop it, township officials have said. The site is located in a residential neighborhood but is zoned commercial. ....

Plans for a Dollar General store in Upper Burrell are on hold because of development issues flagged by township officials.
Construction of the proposed 7,500-square-foot store along Route 780 near Dewey Drive has raised the concern of some residents because the vacant site where it would be built is in a small commercial zone within a mostly residential area.
Township engineer David Kerchner of Bankson Engineers said the plan has been tabled until the developer addresses the township’s comments. ....
