Latest operations report of the Nigerian National Petroleum Corporation indicates that Nigeria’s refineries under the management of NNPC could not refine a drop of crude oil amid concerns by the Nigeria Labour Congress over the comatose state of the facilities.
In its most recent financial and operations report, the national oil firm stated that the Kaduna Refining and Petrochemical Company, Port Harcourt Refining Company and Warri Refining and Petrochemical Company processed no crude oil in January this year.
Although it attributed this to the rehabilitation of the facilities, findings showed that the refineries had remained dormant in terms of crude oil refining, as all-through 2020 their cumulative capacity utilisation was also zero.

NNPC seeks companies to operate, maintain refineries

NNPC, in a statement on Friday, said the refineries are the Port-Harcourt Refining Company (PHRC), Warri Refining and Petrochemical Company (WRPC), and Kaduna Refining and Petrochemical Company (KRPC).
“NNPC is seeking to engage reputable and credible operations & maintenance (O&M) companies to operate and maintain its three (3) refineries, Port Harcourt (PHRC), Warri (WRPC), and Kaduna (KRPC) to ensure reliability and sustainability to meet the nation’s fuel supply obligation,” the statement read.
NNPC added that the scope of work of the O&M contract will include long term and short term production/operations planning; production and operations execution; monitoring, reporting and optimisation of operations; reliability and inspection; process and controls engineering; and others.

Concerns have been raised over huge funds being spent on Nigeria’s moribund refineries while generating minimal revenues for the nation. At a workshop yesterday tagged: ‘Open data and advocacy in the Nigeria Extractive sector’, Civil Society Organisations (CSO) urged the executive and legislative arms of government to tighten oversight on the operations of the NNPC and its subsidiaries to ensure efficient and profitable service delivery.
  
The CSOs called for a state of emergency on the nation’s three refineries and a complete overhaul to ensure accountability of their operations. The private sector engagement programme manager at Oxfam, Olumide Ojo, urged Nigerians to awake to the importance of demanding more accountability and transparency from state-owned enterprises.

The House of Representatives on Wednesday expressed grave concern over the controversy trailing the resuscitation of fuel subsidy on Premium Motor Spirit (PMS) as well as allegation bothering on the diversion of crude oil at Warri Refinery, in Delta State.
The House in-session who expressed displeasure over the myriad of challenges facing the shutdown of the dyfunctionality of the domestic refineries, mandated its Committee on Petroleum Resources (Upstream) to investigate the activities of Nigerian National Petroleum Corporation (NNPC) on the operations of the haulage challenges, inadequate storage tanks affecting the Warri refining and petrochemical company in the bid to forestall the frequent shutting down of the refinery.
