Opinion: When a Vancouver city councillor 'abstains,' it is a vote in favour

Recently, Coun. Colleen Hardwick has twice explained her understanding of abstentions. On June 15, on a motion for rezoning of 602-644 Kingsway, Hardwick said that “to abstain means not to vote at all.” It has since been clarified to council that to abstain is to vote in favour. On July 6, on a motion for rezoning of 1190 Burrard Street, Hardwick noted that the rezoning report was premised on the Housing Vancouver Strategy, which she views as fundamentally flawed, and said, “I cannot in good conscience vote in favour of this rezoning application, which is based on fundamentally flawed policy, so I will be forced to abstain.” ....

Nearly 4,900 homes approved by City of Vancouver as of fall this year

Social housing: 771/1,200 units (64% achieved)
Purpose-built rental housing: 1,323/2,000 units (66% achieved)
Condominiums: 2,118/3,000 units (71% achieved)
Laneway houses: 297/400 units (74% achieved)
Coach houses: 26/100 units (26% achieved)
Townhouses: 338/500 units (67% achieved)
It should be noted that 70% of the approved purpose-built rental homes were under the city’s Moderate Income Rental Pilot Program creating 708 market rental homes and 178 below-market rental homes.
These overall numbers, of course, do not include the approvals over the fourth quarter, which will likely result in the municipal government nearly meeting, fully achieving or exceeding targets in certain key housing types. This applies specifically to social housing, purpose-built rental homes, and condominium homes.

Over 5,400 rental homes being considered by City of Coquitlam: report

This includes 754 rental units that are approved or under construction within seven projects, typically with a mix of housing tenures, such as in developments that are predominantly condominiums.
The largest of these projects underway include 208 market rental units within Concert Properties’ Burquitlam Park redevelopment at 551 Emerson Street, near SkyTrain’s Burquitlam Station. This infusion of rental housing is part of a package of public benefits that include a new YMCA recreational facility, transit park-and-ride facility, and improved parks.

Just east of SkyTrain’s Lougheed Town Centre Station, Cressey Development’s Hensley project at 430 Westview Street will create 201 market rental units and 100 non-market rental units. ....
