Bill penalizing spams and unwanted calls and texts readied for Lower House approval

Sending unwanted calls, text messages and e-mail will be penalized under a bill strongly endorsed by the House Committee on Information and Communications Technology for passage when Congress sessions resume next month.
House Bill No. 9608 or the “No Call, No Text and No E-Mail Registration System and Providing Penalties for Violations Thereof” has been reported out by the House panel chaired by Tarlac Rep. Victor Yap.
The bill consolidated five legislative proposals filed by Reps. Precious Hipolito Castelo (2nd District, QC); Francis Gerald Abaya (1st District, Cavite); Roman Romulo (Lone District, Pasig City) and Yap.
Castelo, who filed two bills on the topic, underscored the need to immediately regulate the sending of spam messages, communications for marketing and propaganda gimmicks and other notes that have become obtrusive to one’s privacy. ....

According to Tarlac 2nd district Rep. Victor Yap, it is high time to discuss the proposed amendments to the 1987 Constitution given the current world economic landscape.
“More than ever, constructive thoughts about this (economic Cha-Cha) should be proposed and debated,” said Yap, chairman of the House Committee on Information and Communications Technology.
“If other countries including the US have made so many amendments, why not entertain (economic Cha-Cha) at this time when world rules will and have changed dramatically?” the lawmaker asked.
The Committee on Constitutional Amendments is set to tackle on Wednesday  Resolution of Both Houses 2 (RBH 2) which proposes amendments to certain economic provisions of the 1987 Constitution, particularly on Articles II, XIV and XVI. Velasco authored and filed the measure back in July, 2019. ....

Ex-Tarlac governor calls shooting 'barbaric'

“A lot have been said about it, but it’s truly sad that such scenes still happen in this day and age,” Tarlac Rep. Victor Yap said Tuesday.
Yap, chairman of the House Committee on Information and Communications Technology, was referring to the fatal shooting of Police Master Sgt. Jonel Nuezca of Sonya Rufino Gregorio, 52, and her son, Frank Anthony Rufino Gregorio, 25.
Nuezca, 46, was accosting the unarmed victims over a petty argument regarding the use of “boga”(improvised noise-making cannon) when the cop suddenly pulled out a handgun and shot both Gregorios in the head twice. The entire incident, which took place in broad daylight in Paniqui in the first district Sunday, was caught on video. ....

The general consensus, it seems, to recover from the severe economic setback created by the pandemic is simply to reopen the economy. There is much agreement on this, with growth in 2021 forecast to range from 6.5 percent to 7.5 percent.

This year, however, reminds us about the limitations of predictions. The Philippines was forecast to have robust growth in 2020, but mainly because of Covid-19, the country is, instead, expected to contract between 8.5 percent and 9.5 percent.
 
The economy may not return to normal next year, despite the reopening. To boost the probability of realizing that big rebound, the government should look for other measures that would ensure rapid economic growth in the coming years. ....
