BELLINGHAM, Wash.  Downtown Bellingham drivers can expect delays on State Street for the next nine months as a bridge replacement project gets well underway.
The State-Ellis Bridge over Whatcom Creek will be intermittently closed as crews relocate utility lines.
Traffic will be rerouted to Ohio Street, Cornwall Avenue, and York Street.
The new bridge will be a single-span concrete structure, and the in-stream habitat below will be restored.
The current bridge over Whatcom Creek is a timber structure supported by wooden piles, originally built in the 1930s.

BELLINGHAM, Wash.  The City of Bellingham is closing a public parking lot downtown as safety threats from homeless campers grow.
Parks & Recreation Director Nicole Oliver says Bellingham Technical college has documented several incidents that have occurred in and around their fish hatchery on Whatcom Creek, including vandalism, break-ins, physical attacks and threats of aggression.
The college’s emergency preparedness and safety manager, Al Jensen, expressed concerns about student safety.
He says this is the first step they can take to get the parking lot cleared, noting that it just isn’t safe for his students. ....

Jan. 19 Replacement of an 81-year-old bridge over Whatcom Creek on the northeast edge of downtown Bellingham is scheduled to start in spring, after a construction contract was authorized last week.
This bridge is under temporary repair and a long time coming, city engineer Chad Shulhauser said at a Jan. 11 City Council committee session.
Aging timber of two bridges at North State and Ellis Streets is deteriorating and could become a safety problem, Public Works Director Eric Johnston wrote in an assessment of the project. ....

Bellingham City Council members closed the Olympic Pipeline Incident Fund, one of several established in the wake of the deadly June 1999 explosion and fire in Whatcom Falls Park.
It ended without ceremony or comment on a unanimous council vote Monday, Dec. 7, except to note that all funds have been spent on Whatcom Creek restoration and monitoring.
A total of five funds were created with settlement money related to the disaster, said Forrest Longman, deputy budget director.
“After closing this fund, only one will remain, the Natural Resource Protection and Restoration Fund which is an endowment fund seeded with $4 million,” Longman said. “The interest revenue from that fund is used for restoration projects (not limited to the Whatcom Creek area).” ....
