Report: Another North Country teen suicide may be linked to Facebook blackmail

State police are investigating the apparent suicide of another North Country teenager who they think was blackmailed on Facebook. Shylynn M. Dixon was an 18-year-old junior at Heuvelton Central School in St. Lawrence County. She died on March 3rd.
Her guardian, Rosemarie Maneri, told the Watertown Daily Times that Shylynn had written a note before she died, saying she had sent photos of herself more than a year earlier to another Facebook user.

Despite pandemic, Massena Public Library records high numbers for 2020


MASSENA — Despite the pandemic that closed the Massena Public Library’s doors to the public for part of 2020, Director Elaine Dunne said the library still turned in some impressive numbers for the year.
The library released its 2020 annual report, detailing the final figures in a number of areas. The figures represent both the main library in Massena and its Badenhausen Branch in downtown Brasher Falls. The report must be submitted to the state annually.
“Despite being shut for a couple months and only operating for curbside services, we still managed to serve our patrons. I think that really showed in our annual report,” Ms. Dunne said.

Ogdensburg library board files sexual harassment complaint against city councilor


OGDENSBURG — A sexual harassment complaint against a city councilor has been investigated by the Ogdensburg Public Library on behalf of one of its employees.
A report was originally submitted to the library’s Board of Trustees by Executive Director Penny J. Kerfien on March 15, alleging the library’s sexual harassment policy was violated when Councilor Steven M. Fisher sexually harassed her in a Facebook comment posted to the Friends of the Ogdensburg Public Library page in February.
Though the library board has maintained confidentiality, the Times is choosing to identify the parties due to the public nature of the incident leading to the complaint.

Flooding on Lake Ontario & St. Lawrence River not likely this year


Apr 12, 2021 — Lake Ontario is eight inches lower than average for this time of year. That’s the lowest it’s been in early April since 2015. The chance of flooding on the lake and the St. Lawrence River this summer is relatively low.

SLC Arts is pleased to announce the recipients of the 2021 Decentralization Regrants. SLC Arts offers three grant opportunities for artists, arts organizations, municipalities, and 501(c)3 non-profit organizations throughout St. Lawrence, Jefferson, and Lewis Counties. Each year, through the New York State Council on the Arts Decentralization Regrant Program, SLC Arts distributes over $60,000 in state funds throughout the North Country, for the purpose of arts programming. Projects of all artistic disciplines funded through this program include, but are not limited to: concerts, theatrical performances, art classes, public art exhibitions, and even the creation of new, community-based work.

WATERTOWN — Joanne and Dianne Nugent-Ward, co-owners of Seniors Helping Seniors, were recently recognized with awards of Provider of Choice, Employer of Choice and Leader in Excellence 2021 by Best of Home Care for providing high client and caregiver satisfaction to area seniors throughout the COVID-19 pandemic.

St. Lawrence County Planning Board OKs Massena greenhouse with stipulations


MASSENA — The St. Lawrence County Planning Board has signed off on a special use permit and site plan for a proposed greenhouse on County Route 42 in Massena, but with some stipulations.
Confluent Energies, Inc. plans to construct the greenhouse on two currently vacant pieces of property owned by Arconic on County Route 42.
St. Lawrence County Planner II Dakota B. Casserly told the Planning Board Thursday night that the project will be done in two phases. Phase one will include the construction of a 10-acre, 434,853-square-foot, high-tech greenhouse to grow leafy greens such as lettuce. He said phase two would be a duplication of phase one.
