Detailed description is Teton County Commissioner Greg Epstein.
.
Jackson Hole's Balance of Character and Community.
.
#votegregepstein.
.
.
I was born and raised in beautiful Jackson, Wyoming.
Teton County has been home for my family and me over the past 45 years.
During this time, I have seen Jackson Hole and Teton County change and mature into what our community is today.
For many people, Jackson Hole is a household brand, but for those who reside here, it is a special place that deserves accountable stewards to help guide its future.
I feel extremely fortunate to interact with a wide swath of residents of various ages, socioeconomic and ethnic backgrounds.
Through these conversations, I can relate to these individuals’ experiences and needs fiscal, social and infrastructure and feel that my views represent the voice of many in the community.
Furthermore, I have applicable skills stemming from my professional and nonprofit experience..
.
As Head of Physical Production at Teton Gravity Research, I manage a staff of approximately ten people internally and other external contractors, budget large commercial projects (up to ~$1mm USD) and ensure deadlines are met, quality is high and profit is earned.
I also participate in strategy meetings, provide long-term frameworks and work successfully with various government entities such as Bridger Teton National Forest (BTNF) and Grand Teton National Park (GTNP)..
.
As former President of the Friends of Pathways board, I have experience with the collaborative process between public and private resources, thus enabling Jackson Hole to be a safe, healthy model community for all to enjoy..
.
I also stay current on key topics affecting Jackson, Teton County, Wyoming and the United States.
I am an active learner who garners the facts, listens to the opposition, engages in discussion and makes informed opinions to render the best possible solution.
Ultimately, I understand the importance of educating the public so that we are able to create a sustainable, robust community..
.
Finally, I strongly believe I can be a positive addition to the Teton County Commission.
There are many important and challenging decisions Teton County needs to make and I want to be part of the team deciding our future.
In my opinion, the two most significant issues currently facing the Town and County include the affordable / workforce housing situation and optimizing Jackson Hole’s transportation system.
At the same time, these two matters must be integrated into Teton County’s current Comprehensive Plan mission, which is to "Preserve and protect the area's ecosystem in order to ensure a healthy environment, community and economy for current and future generations." All these above mentioned issues will require long term vision and careful deliberation to keep the fabric of our community intact..
.
Community.
• Leadership – On a daily basis at work, I am constantly required to make difficult decisions.
.
As a future Teton County Commissioner, I promise to make timely and informed decisions that reflect the needs of the people of our community reflecting in an better quality of life for you and your family..
.
• Traffic - I have a vision for reducing our almost exclusive overreliance on the automobile to get around Teton County..
1. Public Transportation.
1. I support a more robust START bus system and think it should expand service to outlying neighborhoods within Teton County including Wilson, Rafter J, Melody Ranch and Hoback Junction..
2. I support expanded START bus service to neighboring communities including Afton, Alpine, Victor and Driggs..
3. I support START bus service going to the Jackson Hole Airport..
4. I support a bike share program within the Town of Jackson..
5. I support funding for continued maintenance on the non-motorized pathway system in Teton County..
6. I support a comprehensive approach to promoting transit including a zip car program, day-care, work stations, conference rooms and bike lockers near bus terminals, a later bus schedule for service workers, and coordinating bus schedules with shift changes at major employment centers (e.g.
St.
John’s Hospital and the schools)..
.
• Shelter - Teton County should balance the number of jobs and the amount of housing achievable for those workers, in compliance with our community’s Comprehensive Plan.
I will work to increase our County’s supply of housing affordable to our workers..
1. Affordable / Workforce Housing.
1. I support a multi-faceted approach to mitigating our housing problem - new construction, accessory units, dormitories, planned unit development (PUD), co-ops, tiny houses and non-conforming neighborhoods..
2. We need to create stable housing opportunities through deed-restricted properties where rent controlled leasing is the primary housing solution for people who qualify through the Town and County Housing Authority.
.
3. On a limited basis, there should be a pathway to buying an affordable home based on availability and qualifying through the Town and County Housing Authority..
4. I support “Town as Heart” and all newly constructed affordable housing must be within a 1/4 of a mile of a START bus stop or some level of year round public transportation..
5. I support the approval of fourth story development that is appropriate for the individual neighborhood under the condition that the additional space is used to accommodate a combination of workforce and residential housing and as long as the design and architecture of such does not diminish the character of the area..
6. I support public-private partnerships where the Town and County buy land for housing and then partner with a residential developer to build, maintain and manage deed-restricted, rent controlled housing under the rules of the Housing Authority..
7. I support the Town and County in purchasing commercial lodging properties to convert into workforce housing.
.
2. I support seasonal campground facilities and permitted overnight parking on public streets and parking lots where people can stay in their vehicle during the non-winter months as long as there is the proper oversight..
3. I support businesses’ creative solutions to help mitigate their employee housing issues..
.
• Education - I support the expansion of our public school system as long as increased infrastructure considers “Town as Heart” and complete neighborhoods as the primary directive..
.
• Taxation - I believe we must leverage the four million people per year who visit our community and depend on our resources and services..
1. I support the West Broadway Hillside project SPET initiative .
2. I support the Community Priority Fund that will be allocated towards Teton County’s transportation and housing needs..
.
• Economy – Jackson Hole needs to pursue a more sustainable economy as we move into the future.
This effort means developing the existing economy to be more diverse, efficient and not physically bigger..
1. I support defining prosperity in terms of both natural and economic capital..
2. I support balance, resilience and a belief that many small efforts will work better than a single, one-size-fits-all approach..
3. I support a pursuit of a more diverse and self-reliant local economy..
Character.
• Environment - I believe that Teton County’s natural and wild resources and the protection thereof should be foremost in our planning efforts..
1. I support lower speed limits and other educational measures in areas along our major roadways as a means for safeguarding against wildlife collisions..
2. I support environmental oversight on our air, water and land quality within Teton County..
3. Public lands are a natural treasure and critical economic asset; therefore, I support keeping public land public and accessible to the public and oppose efforts to turn over our public lands to private ownership or state management..
.
• Infrastructure - Jackson Hole is a special place with unique characteristics unlike any other place on the planet.
As a steward of this community I will be accountable for making educated and responsible decisions on how Teton County will function as a unit and what it will look like for future generations..
1. I do not support five lanes for Highway 22 or 390..
2. I support the reduction of speed limits, the use of roundabouts, the incorporation of HOV lanes and the removal of traffic lights to make our highway system more efficient..
3. I oppose the building of new roads or bypasses until transit and integrated traffic management techniques such as these have been given a full and fair opportunity.
.
4. I support complete streets in the Town of Jackson..
• Heritage - I support preserving the authenticity of our community by emphasizing the openness of our landscape through the agricultural and ranching traditions..
