The Vermont/Karelia Rule of Law Project began shortly after the dissolution of the Soviet Union.
Citizens' exchanges led to the formation in 1988 of the sister state relationship between the State of Vermont and the Republic of Karelia, the region of the Russian Federation along the border with Finland.
In 1990, the first delegation of Karelian citizens to Vermont took place, and visitors included the Chief Judge of the Karelia Supreme Court, Boris Taratunin, and the Minister of Justice (now Chief Judge of the Karelia Arbitrazh Court), Alexander Petrovsky.
These two members of the Karelian legal community sought out American legal professionals to discuss future collaboration, and their initiative led to a week of seminars conducted by American judges and lawyers in Petrozavodsk in 1991.
The result was the Vermont/Karelia Rule of Law Project, and the timing of the partnership was perfect..

VKRoLP brought an Internet connection to the Law Department at Petrozavodsk State University and assisted in establishing there the first legal clinic in Russia.
Drawing on the model of the Vermont Bar Association, the Karelian legal community established the first new voluntary association of lawyers: the Union of Jurists of the Republic of Karelia.
UJRK has gone on to sponsor regular seminars and other legal education events, as well as to represent the legal profession in the legislative body and the Karelia public.
Through programs jointly sponsored by VKRoLP and UJRK, as well as the other legal institutions in Karelia, many of the leading judges, lawyers and academics in Russia have visited Karelia and explained the reforms and how they can be implemented..

Initially, VKRoLP depended on funding from the Vermont Bar Association and other organizations and individuals to support its activities.
In 1993, VKRoLP received its first USAID federal funding under the Freedom Support Act through a subcontract with the ARD/Checchi Joint Venture, which established the initial rule of law program in Russia..

Since the beginning, VKRoLP programs have been selected, presented and attended by volunteers in the legal communities of Vermont and Karelia.
This philosophy of volunteer operation now extends to the other RAROLC member partnerships, which began to develop in 1994.
