Detailed description is We are a group of local Fairfield citizens seeking to prevent a devastating and irreversible change in our public open spaces, and object to the lack of citizen input and control in our local political process. In November of 2009, Fairfield's Conservation Commission amended rules governing use of its public open spaces to permit re-introduction of recreational and so-called "controlled" hunting. "Culling" (killing performed by sharpshooters) was also identified as a methodology.. . The initial target species is identified as deer.. . Prior to this change, hunting in these public open spaces had been prohibited over a period of years (that is, pursuant to multiple reviews) owing to recognition by the Conservation Commission of a more active citizenry interested in “passive outdoor recreation” (hiking, fishing, nature study, picnicking, camping, horseback riding and other outdoor activities); and which led to the Commission’s management of open space properties to encourage these uses.. . Today, 41 of 52 of the public open spaces administered under Fairfield's "Open Space Management Program" are officially designated for "wildlife protection" or "wildlife conservation." . . Pursuant to this management plan, hunting was discontinued owing to the Commission’s parallel concern that amplified use of these open spaces, and increasingly intense development of abutting properties for residential subdivisions, roads, new schools, parks, golf courses and athletic fields, etc., necessitated acknowledgment of the potential impact to public safety such activities represent.. . People who have signed our petition (henceforth: "petitioners") seek recognition that reversing the decision to discontinue hunting, in the context of the Town's population growth and attending escalation of all of these factors, contradicts ordinary common sense. . . Petitioners contend that regardless of any assertion otherwise, the Town cannot guarantee against complications. It simply cannot. Coupled with flaws in the Conservation Commission (CC) subcommittee report, and questions revolving around the propriety of the controversial process the CC undertook to make this change (finally culminating with the CC held in violation of CT Freedom of Information statutes), petitioners request due recognition that should a problem occur, the Town's fiscal exposure could be extraordinarily high. . . To justify this change in rules, the CC argued (although, without specifics) that deer are responsible for landscape and forestry damage, and accidents with motor vehicles. In sum, petitioners reject the shifting of 1) responsibility, 2) cost, and 3) liability from private property owners who refuse to make responsible landscaping decisions, onto the Town and its taxpayers. Nor, petitioners argue, should the Town engage to "clear the roads" for drivers who may fail to undertake awareness/safe driving habits. . . Equally important, petitioners seek appropriate acknowledgment that hunting would permanently alter the very core of Fairfield public open spaces: and how we think about these places that we visit as families to seek peaceful relief from pressures of modern suburban living. The knowledge that animals are being intentionally chased down and killed, and their "wildlife habitats" deliberately destroyed, would forever change the perception and experience that any visitor may have of these public open spaces. Petitioners call for acknowledgement of the high wound (non-kill) rate of certain types of hunting, and that corresponding environmental evidence of hunting activities would remain and change these public open spaces; and which would be exposed to their children.. . Discussing these issues, many signors have reacted with very intense stress, and insist that hunting would change their willingness to visit these open spaces at all. Simply put, petitioners do not want to walk through "killing fields," and condemn this choice as a lazy and dishonorable policy to mitigate impact of human-wildlife dynamics.. . Further, petitioners assert that once a public open space is closed or otherwise turned over for hunting, it ceases to be "public," and loses that identity permanently.. . Petitioners adamantly characterize the scenario of a proposed so-called "controlled hunt," (deer are lured to a bait station inside a set "kill zone" and merely shot), though out of public view, as equally, if not even more objectionable. Moreover, petitioners identify the expression "controlled hunt" as a gross misuse of terminology, intended to deceive the public about the realities of that process.. . Petitioners also draw attention to the noticeably vague language of the new rules, which, although drawn pursuant to re-introducing deer hunting, do not specify deer at all: merely using the term "wildlife"; and further, the disturbing addition that "willdlife habitats" could be "destroyed." Such would indicate intent by members of the Conservation Commission to facilitate broadening the range of target species in the future, but which would sidestep re-visting the controversial process of amending the rules, or, incorporating any public input.
